Resizable Note Callouts

Note callouts attached to topic nodes should be resizable in width.
As a user, having the ability to resize a topic notes callout "width" would enable a more flexible note viewing and note taking experience.
This would also alleviate the cluttered and constrained feel of the current implementation.
