Accounts, licences and permits

Hi all, I'm trying to understand the practical differences between account, licence keys and permits.

For instance if I have 1 account with 5 licence keys and 5 permits how is different from having 1 account with 1 licence and 5 permits? What kind of limitation the users have in each scenario?

Anyone can help me on this issue?
